With a synthesis analysis methodology, the purpose of this article is to offer a theoretical foundation on the legitimacy of moral acts and decisions. Consequently, the following question will be resolved: what is the ethical function of law, within the framework of the exercise of a conscience and conscience constructed by moral agents? It is concluded that legitimate coercion must be based on the universal protection of every person and on the submission to objections by citizens, with the purpose of reviewing the legitimacy and legality of legal norms.
