The generation of waste is a product of urbanization, economic development and population growth. In Mexico, waste management has evolved because of the participation in the signing of international agreements and treaties. Taking as a point of reference the basic diagnoses for the integrated waste management, which are the baseline for the planning and preparation of management programs. In this sense, the diagnoses have undergone substantial changes. They are evidenced of a diachronic analysis with the grounded theory approach and computer-assisted qualitative data analysis. The execution of management plans and public policies is limited. The efforts made, maintain waste management more as a discourse than as concrete actions. Which shows the institutional deficiencies for an efficient management of solid waste. For example, only 10% of the final disposal sites at the national level meet all the basic requirements of infrastructure and operation.
