This article explores the origins of Mexico’s 1909 Immigration Law, which involved determining which foreigners were considered undesirable for racial reasons and justified the regulation of certain demographic flows due to potential threats to public health. It analyzes the circulation of medical knowledge in international conferences and the practices utilized in the United States and Mexico to control trachoma, associated with the arrival of foreigners. The Mexican case is emphasized to reveal the appropriation by doctors of the medical inspection of Chinese immigrants in the ports of Salina Cruz and Hong Kong.
