The article characterizes the "houses of culture" or cultural centres in Colombia, such as governmental or private organizations, promoters of cultural projects and initiatives, despite the absence of public promotion policies. After the review of literature on cultural centers and the impact of public policies applied in Brazil, Mexico and Argentina and the comparison between several experiences of houses of culture in Colombian municipalities, these are illustrated as an institutional phenomenon of Latin American scope with broad presence in Colombia, analyzing its development from a multidimensional analysis of its activities, the available infrastructure and its financing sources. The authors demonstrate that cultural houses are essential in the cultural life of Colombian territories, especially the most vulnerable, evidencing asymmetries between municipalities and local difficulties in supporting cultural houses, and recommending adopting specific public policies. Deficiencies in official information and the few previous academic publications limit the results.
