Increased competitiveness in livestock SMEs is linked to increased efficiency to achieve their business objectives. The objective of this article is to quantify the efficiency of a sheep cluster for the associations of sheep farmers in the State of Veracruz and Hidalgo. The quantitative method combined Cronbach's alpha coefficient, location indices and Herfindahl-Hirschman, the use of cluster analysis and exploratory factor analysis (EFA). The results showed that the determinants of efficiency were classified into three clusters. The originality shows that the Social Capital, Collective Efficiency and Policy of the cluster have a positive effect on the efficiency of a sheep cluster. The findings show that cooperativism, relationships of mutual trust and political strategies increase the level of efficiency in a livestock cluster. The main limitation is that the cluster is in the development phase, even without considering the State of Mexico as part of the shows.
