The process of education federalization, in the entity, went through two sub -stages: the first spanned from 1921 to 1935 and began with the founding of the Ministry of Public Education (SEP), the first federal educational actions in the entity, the agreements and relations between the federal and state government. The second, in turn, is subdivided into two stages, the first from 1936 to 1942, covers the resistance and negotiations for the signing of the first Agreement for the Coordination and Unification of Educational Services, and subsequent teacher conflicts for non-compliance. From 1943 to 1956, it includes the signing of the second Agreement for the federalization of education in 1943, when the unification of the teaching profession was achieved.
