This work analyzes economic changes, some institutional transformations, and advancements in certain indicators of social well-being following the political alternation in the Mexican state of Baja California. The study uses an institutional approach, under the supposition that the political alternation and the institutional transformations that followed it were insufficient to generate structural changes in growth and development patterns. By evaluating and analyzing value-added functions and constructing and studying indicators of institutional change and social well-being, the research found evidence that supports the working hypothesis and reveals important implications for the federal level, where the political alternation after 2000 puts a new stamp on national politics, which could be analyzed in light of the Baja California experience.
