The purpose of this article is to carry out a comparative balance of Furtado’s works, published in the years 1954 to 1984, comparing which concepts formed the structure of development theory and which were reframed in its review of underdevelopment. This conceptual balance determined that in the first phase of Furtado there was a dialogue with the theorists of the capitalist center and the resignification by his theory of development. In its second phase, development theory maintained its methodological basis, but in the review of underdevelopment, concepts related to the interpretation of power and policy structures were strengthened as an alternative for development.
