Due to the Acuerdo Nacional para la Modernización de la Educación Básica (1992), the Mexican educational system (SEM) initiates a complex reform. Contrary to previous reforms, this one decentralizes the system, renews the educational curricula, produces new materials and implements compensatory programs, as well as new methods of financing and evaluating. The compulsory education was augmented from 6 to 9 years, and there was an increase of school days from 180 to 200. This reform has revealed the deficiencies and exhaustion that the SEM had accumulated, but it does not seem possible that the goals of quality and equity will be achieved. This essay is focused on a critical analysis of the Mexican educational system's characteristics at the end of the twentieth century; it pays special attention to its challenges, dilemmas and perspectives, as well as to the institutional handling of the organizational structure; a final proposal is offered.
