Cabo Pulmo National Park (CPNP) is nationally and internationally recognized for biomass increase of wildlife in relation to the existing before its creation decree. Its inhabitants found, in sustainable tourism, a very rewarding and higher income than they expected. The quality of life of the inhabitants and Paradise offered by Cabo Pulmo is unprecedented in terms of Protected Natural Areas. This success is attributed to the policy adopted by the federal government to reserve it as an ANP in the category of National Park. However many areas in the country (Mexico) have similar conservation schemes without the success of Cabo Pulmo. In this regard, this study aims to know what factors have supported the achievement of its objectives, which is to conserve marine resources and promote social welfare. Our results prove that without the will and express consent of the community to appropriate public policy objective and the interest of different stakeholders such as researchers and organizations of the Civil Society Pulmo would not be the role model that it is today within conservation in Mexico and the world.
