In this article, the author analyzes the decision of the International Court of Justice referred to the LaGrand case, in particular what concerns the importance and effects of provisional measures that can be issued by said Court. In the LaGrand case, the International Court of Justice declared that the USA had violated article 36 of the Vienna Convention of April 24, 1963 on consular relations, for several reasons. The essay explains the importance of the precedent produced by the Court, by asserting the legal effects of its decisions that order provisional measures. With this decision, the Court determined the responsibility of the USA for failing to comply with its provisional measures; and showed that the Court can act with efficacy and promptly if the case so requires.
