Resumen
CARPIZO, Jorge. Concepto de democracia y sistema de gobierno en América Latina. Bol. Mex. Der. Comp. [online]. 2007, vol.40, n.119, pp.325-384. ISSN 2448-4873.
In this article, the author comments and examines the different aspects linked with the debate on the advantages and disadvantages of two different forms of government: presidential government and parliamentarian government. First, the author makes an approximation to the central issues of the debate, which, since he describes in his essay, has occupied and worried in the last decades in Latin America. Later, he examines the critiques that have been done to the presidential system in the above-mentioned region, later to centre his attention on the reasons of why the presidential system must be preserved in the above mentioned region, though with reforms that rationalize and balance it. The author focus the discussion to the area of democracy, by virtue of the reasoning according to which, the guide for any attempt of reform or constitutional renovation of the State's institutions must be the conservation and the strengthening of the democratic stability of the Latin-American nations.
