The global dependence on fossil fuels in the generation of electric power contributes to the increase of greenhouse gas (GHG) emissions and consequently to the increase in the impact of climate change. As a result, the implementation of measures aimed at transition toward global energy that does not depend on fossil fuels and is capable of meeting the energy needs demanded by the current economic and demographic growth is of the utmost importance. In this sense, the regulatory perspective in the Mexican electricity sector focuses on economic instruments, since global energy policies on renewable sources are evaluated in the context of different market structures, hence the importance of analyzing their implementation, especially of the new markets based on the trade in environmental certificates, called Clean Energy Certificates (CELs) under the Mexican Legal framework, which are the focus of study in this article, through the analysis of their implementation for the promotion of renewable energies.
