Corruption is a phenomenon inherent to human social nature and it manifests itself in different ways. It produces major negative effects over many important areas, being the most popular the one that occurs in the public sector, especially in public bidding procedures. Transparency has an important role in this field: inserted as one of the cornerstones of the open government’s conception, it orients the reformulation of Public Administrations to guarantee accountability which, in turn, makes way to popular participation in public affairs. Undoubtedly, through citizens’ control over the public activity, transparency endangers the persistence of corrupt practices seeking to violate public bidding procedures. The foregoing, without neglecting other mechanisms altogether.
