Open Government (GA) is a new concept that proposes conversational scenarios with the citizen that could make a difference in the co-construction of modern democracies. The purpose of this article is to evaluate if the implementation of GA policies has improved the capacity of the State to meet the needs of citizens. This descriptive comparative research includes a review of the scientific literature and analysis of the GA action plans of Brazil, Chile, Colombia, Mexico and Uruguay. The results show that there is an effort to generate conversational models, coincidences in activities to do transparent the management of public resources and the opening of the judiciary in the way of building an open justice to overcome a crisis of confidence.
