The towns established at the outskirts of Mexico City prior to the Spanish conquest, and others refounded in colonial times, call themselves "original peoples". After the abolition of municipal jurisdictions in the Federal District in 1928, local authority was left undefined in these communities. Before this, local authorities were elected via the communities' traditional ways and customs system at public assemblies and then properly legalized. Deputy delegates or coordinators are still elected by the communities, but they are subordinated to the chief delegate due to their lack of proper legal standing. This paper includes a commentary on interviews with 34 original peoples' authorities. It also analyzes the legal context of a proposed Indigenous Act for Mexico City.
