It is often considered that electoral volatility is mainly a negative symptom of democracy. However, it can also be seen as a result of the accountability mechanism, through which the electorate penalizes the ruling party whose administration is considered unsatisfactory. This paper argues that electoral volatility at the subnational level in Uruguay has been associated mainly with the mechanism of accountability and, therefore, with the alternation of the ruling parties. Based on various statistical models, the conclusion is that low levels of electoral volatility are associated with the continuity of the governing party, while high levels of volatility do not necessarily correspond to the alternation of the ruling party.
