This article examines certain practices within public-security administration, with an emphasis on both the limits of the role of the police and the social factors that lead to public insecurity along the border, particularly m the case of the state of Baja California, Mexico. One the article's fundamental points is the need for border-area governments and bureaucratic entities to redesign decision-making processes related to public-security issues, with the goal of incorporating the main structural factors that affect the local and transborder spheres.
