In Tijuana, an average of 14 years passes between the settlement of a peri-urban neighborhood and the installation of its sewer system. To alleviate this social problem, we propose a spatio-temporal sequence of four alternative sewer systems for low-income urban and peri-urban areas not served by the municipal system. Our proposal includes Ventilated Improved Pit Latrines (vip latrines), septic tanks, low-flush toilets, and a simplified drainage system, all low-water use. This proposal studies the construction of a basic, sanitation system that is both low in cost and in impact, and that can be modified as residents earn higher incomes. Using spatial analysis of the distribution of services, the article proposes the siting of the various sanitation systems, based on the availability, or lack, of piped-in water and on the positioning and proximity to the municipal sewer network.
