The paper proposes to follow the theoretical approaches of the original and the new institutionalism in order to establish a dialogue between both perspectives. Based on the foregoing, I establish some theoretical precisions about the concept of institution, I explore the possibility of carrying out a comparative analysis between the processes of systemic transformation in Central Europe and Latin America during the neoliberal era and the events turning around 1989 year. Therefore, I explain the ends of the approaches derived from original and new institutionalisms. Furthermore, I attempt to clarify the conceptual relationships established with other approaches studying institutions. It also addresses some theoretical foundations of the original and new institutionalism and divers theoretical derivations. I also clarify basic limits faced by methodological approaches in question. Finally, I try to answer the following: Why are these perspectives relevant to study the systemic transformation in Central Europe and structural adjustment in Latin America?
