Addresses relations between the bishops and the Mexican Social Secretariat in the context of changes that lives the State in the period between 1965 and 1973, especially based on the analysis of the context of production of some official documents, where forms of social action that then appear argued the Church. It is an approach to the forms of organization of that time and what today we call civil society, and which had its origin in these years from church spaces. Tensions and breakdown of these protagonists, affecting a significant role in today's society are presented.
