Evaluative analysis of mechanisms of certification of the conditionalities in education and health. The Universal Child Allowance for Social Protection form Argentina. The Universal Child Allowance is the most important non-contributory social policy that transfers cash to children considered to be “vulnerable” in Argentina. This paper aims to analyze how the mechanisms of certification of the conditionalities in education and health work so as to evaluate it, since 600 thousand children are suspended each year because they do not prove the conditionalities. This research was triggered by a World Bank loan for 600 million dollars launched in 2016, one of whose objectives is to revise these mechanisms.
