The municipal councils of rural sustainable development of the Highlands of Chiapas that arise from the Federal Law of Rural Sustainable Development, are analyzed in their constitution and operation process. This analysis makes emphasis in two variables that characterize these processes: participation and decision-making. The inefficient levels of participation in the social actors result from the political culture generated by an incipient process of decentralization and the link between government and society based on centralism, local despotism and corporative interchanges. These municipal councils are located in four political scenarios with different possibilities of governance, evaluated by a set of indicators. This work proposes alternatives to improve social participation in decentralized atmospheres and thus to arrive to a democratic governance as indispensable factor to achieve sustainable rural development.
