The so-called New Institutional Economics presents applications in many economics areas, such as incentive mechanisms, transaction costs, and the structure and dynamics of economic agents and regulators. Few applications exist, however, in the area of coordination among national security and trade facilitation entities. After 9/11 of 2001, the process of economic inte-gration derived from the North American Free Trade Agreement was affected by the unilateral security agenda originated in the US and its distributed costs have concentrated in the private sector in terms of new standards, while the public sector faces costs of coordination among government agencies. The present study uses nie to evaluate challenges to Mexico's integration and trade facilitation within a new framework of security, and explains reasons behind low international commitment by Mexico.
