The purpose of this investigation is the measurement of the political cycle's influence on the level and composition of public expenses by states in Mexico, using the general framework of the economic political cycle theory (CPE), and one of its variants, the budgetary political cycle (CPP) . A review of the theoretical model is presented along with its main branches, and empirical evidence derived in this field. We prove the existence of a political cycle in government expenses at the state level. However, the transmissions and composition are somewhat different from the theoretical postulates. The derived results are discussed and contrasted with other research findings. At the end some conclusions and future lines of research are spelled out.
