This paper aims to demonstrate that, in “wicked problems”, such as the partial closure of Mexico City’s Subway, the existence of institutional controls it is not enough for achieving a complete accountability process. After describing the formal powers and functions of the control institutions that have intervened after the Subway’s line 12 events, the anomalies of accountability process will be shown. Following Buranelli and Taylor (2007) it is argued that the main obstacle was the fragmented opertion of those institutions.
