This text analyses the results obtained by social prevention policies on crime and violence implemented by local governments in México’s northern border based on the premises of deliberative public administration. The case study methodology is used for analyzing two programs in Nogales and Mexicali, which are contrasted with the control case of Ciudad Juárez. The text highlights the incapacity of these programs to respond to the problem of government insufficiency regarding citizen security. The text also emphasizes the bureaucratic resistance to implement models based on deliberation.
