Among the main challenges of the societies of the American continent, one that stands out are the problems of adolescents and young people. All the proposes put forward and the actions that are implemented for this group constitutes a privileged future investment, since they configure the main capital to achieve a stronger society, more democratic, safe, and more respected by other nations. While studying the world of adolescence and youth, a great heterogeneity is evidenced regarding their relation to education and work. Education turns discriminant regarding the labour market after twelve years of formal education, showing that disadvantaged social groups present 40 por ciento of students repeating a year and 50% falling behind in the normal schooling process. The definition of State policies regarding work and education, the systematic and rentable management of such policies, the adjustment of its contents according to integrity, relevance and appropriateness, is the way to equity since "the raison d'être of democracy is the recognition of the other".
