Educational improvement is a key instrument to achieve a higher economic welfare in rural and semi-urban areas. However, these areas find a restriction for their development in the qualified people drain, who tend to emigrate to closer service centres or to areas with better labour and living conditions. The aim of this report is to identify this human capital loss and its factors, in a specific area, Ribera of Navarra, integrated by 42 municipalities, in 2008 and 2009. To accomplish this objective, a survey was conducted to young people who had studied in this area, differentiating the ones with better performance. The results obtained, that confirm the existence of a continuous brain drain in the area, can be useful to guide the actions to attract and hold the human capital in other areas, similar to Ribera of Navarra, that have the same problem with the loss of qualified young people.
