In this paper, methodological considerations are reviewed regarding the assessment of oral competence in the learning of a second language (L2). The characteristics of the construct and its definition are analyzed, including competence in listening comprehension and oral expression. Furthermore, concepts such as the design of instruments and/or evaluative techniques for the assessment of the competencies are examined as well as issues related to reliability, validity and cut off points.
