A study was conducted with the aim of assessing the postgraduate programs in Natural Science and Engineering in Sonora, Mexico, in their function as human capital educators. It was determined the students perception of the programs regarding the importance and development reached in scientific competencies. To assess the importance and development of competencies, two instruments were designed on purpose. To strengthen the instruments psychometric properties, there were made factor analysis using the Oblimin method, and an extraction of Maxima probability. It was found that in both cases, three factors explained the 62.1% and 52.5% of variance, respectively. The outcomes point out that from students perspective, the postgraduate programs fulfill their function as human capital educators but they must implement actions to improve the resource management competency and to secure that the importance given to competencies in the curriculum is directly related to students achievement in developing the competencies.
