The reflections presented here are intended to show that the concept of adolescence as a problematic and potentially at risk stage, far from disappearing, is present in several basic educational programs in Mexico, despite the criticism of the past three decades in Latin America. In the field of civic education it is possible to identify its origin more than twelve years ago. Currently the most representative example is the Safe School Program, which was introduced during the presidential term of 2006-2012. The stereotypical understanding of what it means to be a teenager, combined with other factors, has activated educational actions that have prevented the proper assessment of adolescents' ability to develop moral autonomy and responsibility for their own decisions; in other words, their full acceptance as subjects with their own rights and responsibilities. As a consequence, this has made difficult the building of a training offer based on their culture, interests, and needs. Many times this situation has led to institutionalized discriminatory actions, which should receive proper critical attention.
