MENDOZA, Oscar; SANCHEZ, Rodrigo y TOLEDO, Alberto. From Votes to Seats: The Rules of the Mexican Electoral System and their Political Implications in the 2012 Election. Polít. gob [online]. 2013, vol.20, n.1, pp.107-140. ISSN 1665-2037.
A detailed explanation of the Mexican electoral system is made using the data from the 2012 federal election. We also explain the alliances that will develop between the parliamentary groups, the role that the quorum will play on the voting of issues in Congress, the results of the strategic use of nominations to ensure the election of party leaders and whips, and the effect of the electoral system on legislative experience and party discipline.
