This essay addresses two main points: 1) an analysis of the governmental initiative to build a common curricular framework for high school education; 2) the way in which "generic competencies" have been incorporated to bivalent/technological high schools. It is stated that the conclusion of incorporating the development of those competencies in a transversal way across the education program has not been taken up again (this has led to a saturation of the curriculum). This paradigm does not promote integral education of students, and does not pay attention to the great drop out and failing rates at this education level. This essay also analyzes academic management needs regarding education models focused on learning, in which participation from teachers on the collaborative building spaces is essential.
