Between November and December 1821, after the independence of Spain, the provisional authorities of the Kingdom of Guatemala, the republicans of San Salvador, and local communities discussed in which legitimate public space they could decide the political future of the isthmus. Initially, they agreed to hold a national congress; nevertheless, endogenous and exogenous factors made it possible for grassroots communities, through a council of popular participation, to decide overwhelmingly to join the Mexican Empire. This essay discusses the process by which the direct will of local communities prevailed in open public debate at a time when the foundations of a representative system were being consolidated.
