This paper is about the resetting of priorities in the national budget for 2019 to 2021, its changes and continuities. It concludes that there is continutiy in both inherited fiscal system and public finances equilibrium, that the news are on the allocations where probably whole the room for maneuver has been redirected to achieve president’s goals. Finally, it is acknowledged that expenditures quality, effects and consequences of budgets from unified and divided governments should be compared in the future.
