This article is the product of a research project whose object of study is Civil Society in Mexico. As a preliminary result of the aforementioned project, the importance of civil society being taken into account in the processes that involve the formulation and application of public policies, particularly in matters related to public security, was noted. Reason for which this article identifies as the thesis that, although public security issues are fundamental, it is not enough for the State to decide what to do, based on what it considers benefits the citizens, without first taking into account the active participation of civil Society in the integrating process for the creation of public policy related to public security.
