In this article the theoretical foundation and the structure of the project "Cultural politics and citizenship ways described in the european cities" -sponsored by the Unesco inside the program Most-, one of whose structural hypothesis is that the marks of political participation that arise in urban contexts have an enormous repercussion in how the immigrants and members of the minority ethnic groups develop participation forms or citizenship ways (collective identities, tactics politics, rhetorics and speeches of demands, institutionalization models and resistance forms). The european cities are fields of action that have given place to a great diversity of important political developments: therefore the necessity of studies and comparative analysis that favor the understanding of these emergent participation ways and, inversely, of the things that impede them.
