Poverty measurement is an instrument from the neo-liberal governments directed to operate programs focused on the combat of poverty, which from the neo-liberal point of view is associated principally to the lack of income of the families to satisfy their essential needs. This work, more than emphasizing the poverty measurement methods, is an attempt to submit to criticism the poverty combat policies started by four the neo-liberal governments that have ruled the country and to reflect on the need to overcome neo-liberalism to set a development universal policy that have impact over the causes that give birth to poverty.
