The double dimension of the fundamental rights constitutes one of subjects both whereupon the author offers the new dimension of the fundamental rights. Next to the subjective content and the function of rights of defense, well-known like one first dimension, the objective dimension of German creation is added, which does without the traditional aspects and focuses attention on performance mandates and duties of protection to all the addressees of the Constitution. The second subject that the author approaches is related to the declaration of state of in-constitutional things who makes the Colombian Constitutional Court, by means of which has taken in serious the observance of the mentioned duties of protection of the fundamental rights.
