This article proposes a brief conceptual explanation of the word “victim”; also some historical references are given, first, focusing on victims in general, and then on public power victims, namely, human rights victims. This paper also offers a general description of the philosophical and legal beginning of human rights, their international development, and the creation of the ombudsman as a mechanism of power control. At international level, the inadequate protection of victims is stressed, but also exceptional cases of attention to victims are mentioned. Finally, some aspects of the victims’ situation within Mexican legislation are described.
