Globalization imposes conditions to traditional competence schemes, and countries face different pressures to deal with it. Thus, attributions, resources and responsibilities change dramatically in face of the new relationship between the local and the global in relation to regional and national issues, particularly financial, capital and commercial flows, new technologies and creation of spaces of world communications that, together, affect the performance of national states.
