In the last three decades, our country has gone through an important process of structural economic, social and political changes whose impact on the environment is complex and still difficult to measure precisely. The recent evolution of the Mexican economy has been erratic, combining periods of scant economic growth with others of economic recovery. Unfortunately, the process of economic growth in Mexico has been associated with negative consequences for the environment. The population dynamic and economic activity bring with them different environmental costs due in part to the large amount of natural resources and environmental inputs used in production, as well as the emissions and waste that they generate. The environmental costs are created by the non-existence and imperfection of markets, the lack of information, ill-defined or non-existent property rights, the high cost of monitoring and problems of income distribution, unemployment and extreme poverty, which traNslate into irrational exploitation of natural resources and increased pollution.
