The European Union proposed building an energy market for the first time in 1988, conceiving it as a basic part of the articulation of a common energy policy with the main objective of supplying energy products at the lowest possible price under the same conditions of security of supply and quality service. In 1992, the European Commission formalized a regulatory framework to create the internal electricity market, setting a timetable that would gradually incorporate mechanisms of competition in electricity activities. Parallel to this, the natural gas market was set up following the same pattern of introducing competition. This article aims to evaluate to what extent the process of liberalization of the member states has advanced, analyzing the regulatory specificities and the degree of competition introduced in each country.
