A governance for effective public policy on climate change should consider the environmental institutional density. A key issue is the complex nature and dynamic of institutional interactions, whose matrix are the respective national and international systems. The literature reviewed shows that the governability in this area is conditioned by the institu tional arrangements. Thus, the effi cacy of these policies depends on the existence of institutional mechanisms to systematically process the interactions at the national, sub-national and international level. The theoretical and empirical evidence identifies different problems of integration between these institutional frame works and the emerging institutional arrangements, such as the case of climate change in Mexico.
