This article reports a brief historical background of international studies about the quality of basic education (first to ninth degree). The author proposes a peculiar concept of the quality of basic education, considering mexican experiences in the development of new basic education models. He also introduces both: a management model for the quality education development, and the quality evaluation model of this important type of education.
