Based on a normative perspective of the theory of comparative advantages, this article looks at the keys to drawing up an industrial policy. Mexico could improve its positioning in the world economy through an industrial policy on the basis of its potential comparative advantages.The article is structured as follows. The first section sets out the necessary elements to achieve industrial restructuring in Mexico in order to obtain higher growth rates. Sections two and three contain a critique of industrial policy applied during the period of trade liberalization. The fourth section sets out the criteria to formulate the industrial policy so that it exploits the country’s potential comparative advantages. The conclusions are presented in the last section.
