This article discusses the idea that administrative reforms are capable of transforming and directing organizational behavior in a direct, linear fashion. Classic ideas from sociology and the sociology of organizations are used as the basis for in troducing the concept of the organizational "net effect." The idea of the "net effect" is to construct administrative reforms capable of comprehending and assuming responsibility for the final effects of reforms.
