The present essay gives proposals to reform the Mexican migratory legislation. At the beginning it makes an historical review of the different rules that had shaped our legal system regarding the foreigner status. Secondly, it makes some reflections about the basic concepts around foreigner, at the end it deals with the different essential topics to be considered for new migration legislation.
