The tension between merit-based and discretionary appointments is a constant challenge to civil service reform in Latin America. However, studies of the politicization of public employment do not tend to analyze the changes to the structure of the state apparatus as a strategy to incorporate public officials on the basis of discretionary appointments. Indeed, it is often noted that there are many ways of avoiding merit-based entry, though there is scarce empirical evidence about what these are and how they vary over time. To begin to fill this gap, this paper presents the influence of changes in the organizational structures of the state in the increase in discretionary appointments to the state apparatus. To do this, it examines the case of Argentina between the years 2003 and 2016.
